Chinese Frozen Dumpling incident and its cross-cultural understanding

Abstract: This paper discusses Chinese Frozen Dumpling incident occurred in early 2008 by contrasting the media coverage of the frozen dumpling of initial 10 days in Japan and Hong Kong. This paper hopes to contribute cross-cultural understanding between Japan and China by introducing a viewpoint of Hong Kong on this frozen dumpling incident. In their media coverage I found that the Japanese side first emphasized the frame of residue pesticide as the general public was interested in food safety in China even though the police continued to investigate it as a criminal case and that it then emphasized the harmonization of domestic consumer policy to boost public confidence. While the Hong Kong side did not take the frame partly because they did not have a sufferer by the dumplings in Hong Kong thus framed that Japanese side seemed to have more economic motivation to argue this food scare because the Hong Kong side estimated a keen interest in their economic issue. This paper argues that both sides lack cross-cultural understanding and that in order for global risk communication it is important to have cross-cultural understanding on its basis.
