The problems on patent system from the perspective of nonproliferation of Weapons of mass destruction and countermeasures

Abstract: International interest in nonproliferation of sensitive technologies which can be applied to Weapons of mass destruction technology such as Uranium enrichment technology biological and chemical technology has been increasing since September 11 attacks. Under the circumstance those technologies have been developed actively in Japan and there is high probability that the sensitive information produced from the R&D will be applied for patent. It is afraid that the diffusion of those sensitive technologies because of Japanese current patent system which publish all detail information of all patent application. From this point of view this article shows the necessity of introducing “secret patent system” which is introduced in most all of developed countries and its detail structure. Also its consistency with Japanese patent system will be shown in this article.
